Get portal deals

GET 
/v1/portal/deals

Retrieve deals available for the authenticated partner portal user. Results are scoped by partner_scope_id derived from authenticated user. Supports filtering by category, tier, active status, deal type, and tags. Returns partner-specific visibility information for each deal.
